"We are in the midst of a pandemic. We are waging waging war against as unseen enemy, the CORONA virus, which spread so rapidly.
The Provincial Government of Ilocos Sur, thru the IATF formulated plans, develop strategies and promulgated policies and protocols. Last April the Governor issued Executive Order #31 series 2021, outlining the necessary documents needed to be presented at the border by different groups or individuals when entering the Province of Ilocos Sur.
The cargo/delivery truck personnels are required to present: Company ID; Delivery receipt; S-Pass; RT PCR or Antigen test result. The JM Lim Trucking Company personnels arrived at the border on May 18, 2021 with no RT-PCR or Antigen test result(should be negative). They then came to the hospital, Ilocos Sur District Hospital – Tagudin (ISDH-T) for the Antigen test( a screening test) and paid 850.00 per head(2 of them; picture 1) not 2,5000.00 as some commenters believed. Proper identification was done, swabbing followed, and the samples properly labelled and coded for proper identification(later). Samples were fed into the machine and the coded results print out released by the medical technologist incharge of the testing.
Picture seen are just sample how procedure was done. Antigen testing is done at the border as one strategy to minimize or control entry of individuals who could further spread the disease in the Province. Antigen testing is a screening test. If the result is negative the individual is allowed to travel into the Province, but if positive a confirmatory test has to be done.
In the case of the JM LIM, one of their personnel tested positive and was referred back to the border officer for proper action. They then went back to their point of origin and had the confirmatory test done in a hospital (using saliva) who charged them 2,500.00 for the procedure.
Antigen swab test done at the border cannot and will never be manipulated.
The Frontliner Health Personnel are doing their part in the effort to stop or control the further entry of the COVID disease in the Province for almost a year now. They sacrifice a lot, even risking themselves of contracting the disease due to frequent exposure to positive (RT-PCR positive) individuals. Despite this danger their efforts to help is unabated. Yet some, if not most, of our province mates, including some of my former townmates in Candon, seem to have never realized the sacrifices these health personnel are doing. Marami nang Doctors, Nurses, Midwives, Medtechs at iba pang health personnels dito sa province ang nahawaan, still they continue to help.
Here at ISDH-T, we will continue to perform our hospital duties diligently as ever, including the war against COVID.
We continued to serve, performing Antigen swab test, even if another group has been assigned at the Sta. Cruz – Tagudin Border, to help decongest heavy traffic at that place, brought about by numerous trucks parked, whos personnels do not have RT-PCR or Antigen swab test results.
This time, however, we regret to inform the travelling public, that we will refrain from performing the additional task of Antigen swab test for the meantime, except for our in-patients and their watchers, patients with referrals from other health institution and the Unifromed Personnels who even have deposited their test kits in this hospital (ISDH_T). Other group does the testing at the Sta. Cruz-Tagudin Border for the travelers.
We are doing our part yet we are derided. Thank you so much sa mga nakakaintindi sa sitwasyon ng mga frontliners.
Salamat din sa mga negative comment at ayaw umintindi, you gave us the feeling that we also need rest." | Oseas Diasen, M.D.
